H0409 is not the answer for property tax relief. I heard from the cities, the counties, the highway districts, the recreation districts, constituents, and MANY other on this, and NOT one liked it. Our city council members, and others, are property owners, just like us, and this legislation did nothing to address the problem of property taxes. Idaho is growing rapidly, and we need to develop a strategic plan to manage it. Legislation like this, which is directed at bigger cities like Boise, has huge consequences to our rural communities.
The Office of Performance Evaluations did an independent evaluation back in 2019 of the Impact of State Mandates for Counties. Rural counties have not experienced the same growth as urban counties, so they do not benefit
from new construction.
Local Governments are the experts in understanding the consequences of this legislation and the property tax system. Idaho has a stable system of taxation including property taxes. Market Value and 3% Budget Cap still works.
